B2B Calling Outreach in Singapore

So, does calling still work in Singapore? In Callbox Singapore’s own campaigns, yes. We compared calls to Singapore business contacts logged between 1 January and 8 October 2025 with the same dates in 2026. Over that period, Callbox’s recorded results improved. More than 1 in 3 calls reached a person, and about 1 in 14 became a recorded conversation lasting at least one minute. Connections with Directors, VPs and C-level executives nearly tripled. Where job level was recorded, decision-makers made up 53% of connects, up from 41%. Call volume rose by just 5%, but people reached rose by 49%. These findings describe Callbox’s sample, not the whole Singapore market. Our team believes better targeting and cleaner contact data drove much of the gain, but this data can’t prove it. More consistent call logging in 2026 also played a part.

If you run sales or marketing for a B2B company in Singapore, you have probably asked this before: is cold calling still worth it? And if it is, what results should you expect?

Most teams can tell you how many calls went out. Fewer can tell you how many of those calls reached a real person, or how many turned into a one-minute conversation or more. Without those numbers, it is hard to know if your sales team, or the agency you are paying, is doing a good job.

So we looked at our own data. Callbox Singapore makes B2B calls into Singapore companies every working day. We compared every call our team logged to Singapore business contacts between 1 January and 8 October 2026 against the same dates in 2025. Below is what we found, how it compares with other studies, and how you can use it to plan your lead generation for 2027.

The key numbers at a glance:

  • 36.5% of calls reached a real person, up from 25.7% in 2025.
  • About 14 calls for every one-minute conversation or more, down from about 18.
  • 3 minutes 10 seconds was the typical conversation length, up from 1 minute 43 seconds.
  • 53% of the people we reached (where we knew their job level) were Directors or more senior, up from 41%.

What percentage of B2B cold calls get answered in Singapore?

In 2026, about 1 in 3 B2B calls Callbox Singapore made to Singapore companies reached a real person. That is 36.5%, up from 25.7% in 2025. Global studies usually put this closer to 1 in 10. The biggest difference usually comes from the contact list: good numbers for the right people get picked up far more often.

Callbox Singapore Cold Calling Percentage

We call this the connect rate: out of every 100 calls, how many reach a live person. This year, 1,541 of our 4,221 calls connected. Last year, it was 1,035 out of 4,031. We made only 5% more calls, but reached 49% more people. It now takes fewer than 3 calls to reach someone, compared with almost 4 calls last year.

For comparison, Belkins studied more than 175,000 B2B calls and found that about 1 in 10 reached a live person. Their count includes receptionists and quick “not interested” replies.

Why are our Singapore numbers higher? This data can’t isolate a single cause. Part of the gap is definitions, since each study counts a “connect” differently. Our team also points to two likely factors. Singapore is a small, dense market where many decision-makers sit in a few business districts and regional headquarters. And our campaigns call targeted, verified lists rather than broad ones.

Why does calling outreach fail in Singapore?

Knowing why calls fail matters as much as knowing how many succeed, because each problem has a different fix. Here is how every call ended.

Two things stand out. Wrong person or number fell by half, from 0.8% to 0.4%, which is consistent with cleaner contact data. Voicemails dropped from 6.7% to 4.1% as more calls reached a person. “No one picked up” stayed at about 42% in both years. Unanswered calls are part of every calling programme, which is why one dial is never enough. Cognism’s analysis of more than 200,000 cold calls found that 93% of conversations happen by the third attempt.

Not every failed call goes unanswered. Some fail after someone picks up. In Belkins’ study of more than 175,000 B2B dials, about 4 in 10 answered calls never developed into a conversation, mostly because a gatekeeper stepped in or the prospect hung up within seconds. Gatekeepers alone accounted for about 13% of calls that didn’t book a meeting. Timing matters too: Wednesday calls produced nearly twice the positive outcomes of Friday calls.

Calling more won’t fix either problem. Gatekeepers call for direct dials and a LinkedIn touch before the call. And your best calling slots should go to your highest-value accounts.

How many cold calls does it take to get a conversation?

In 2026, it took Callbox Singapore about 14 calls to get one recorded conversation of a minute or more with a Singapore business contact. In 2025, it took about 18. Because a connect only means someone answered, we also track recorded conversations: connected calls with a recorded duration of at least one minute. We logged 301 of these in 2026, up 35% from 223 in 2025. That is 7.1% of all calls this year, compared with 5.5% last year. The [median] recorded conversation lasted 3 minutes 10 seconds, up from 1 minute 43 seconds. This is a duration measure only. It doesn’t show whether the contact was a qualified buyer, and we report qualification and meetings separately from it.

What longer calls can and can’t tell you

Call length is not everything, but it tells you a lot. Belkins found that calls ending in a booked meeting lasted about 3.7 minutes on average, around four times longer than calls ending in a polite “no”. They also point out that if most of your calls end in under two minutes, your pitch is probably being cut off too early. Last year, our [median] Singapore conversation was under that two-minute mark. This year it is over three minutes, nearer the 3.7-minute average Belkins reported for calls that booked meetings. The two figures come from different samples and statistics, and a longer call doesn’t by itself mean a qualified lead or a booked meeting.

Which decision-makers pick up cold calls in Singapore?

More senior people are picking up. In 2026, 53% of the people we reached (where we knew their job level) were Directors, VPs or C-level, up from 41% in 2025. Calls answered by C-level executives and business owners went up about four times, from 21 to 87. In our sample, senior buyers still answered the phone when we were calling the right person.

Directors were the biggest group this year, at 28%. That is good news. The same study from Belkins found that Directors book the most meetings during the call itself: they are easy enough to reach, and senior enough to say yes. It also found that VPs are the hardest to reach, and C-level executives are happy to talk but unlikely to book a meeting there and then.

How Singapore executives prefer to be contacted by B2B vendors

Ask B2B buyers how they like to hear from vendors, and most will say email. In a RAIN Group survey of nearly 500 B2B buyers, 80% said they prefer email. Seniority changes the answer, though. 57% of C-level and VP buyers preferred the phone, compared with 51% of Directors and 47% of Managers. Tech buyers leaned towards the phone more than buyers in financial or professional services.

That matches what our team sees in Singapore. Mae Ann Mencede, who manages operations for our Singapore campaigns, says follow-up calls have been the most reliable way to reach decision-makers here this year. Senior buyers in Singapore rarely have time to open an email, so a quick call is what moves them into a meeting. It is now the channel bringing in the most leads across our Singapore campaigns.

Tip: When you get a CEO or managing director on the line, expect them to say “send me an email.” Send a short one within the hour, but don’t wait for a reply. Agree on a time for a follow-up call before you hang up, because that call is what turns interest into a meeting.

How does Singapore compare with global cold calling numbers?

Callbox’s Singapore numbers are higher than most global studies. Belkins found about 1 in 10 B2B calls reaches a live person. Cognism puts the average cold calling success rate at 2.7% in 2026. Each study measures things a little differently, so compare the direction and the trend, not the exact numbers. And always ask a vendor how they define a “connect”.

Why the gap? We can’t prove the cause from this data, but our team sees three likely contributors. Singapore is a small market with decision-makers clustered in a handful of business districts. Our lists are targeted and verified, and our wrong-number rate halved this year. And our team recorded call results more consistently in 2026. In our experience, calling the right person on a verified number matters more for connect rates than the script does.

Did you know? Singapore had about 371,000 businesses in 2025, and about 369,500 of them were SMEs, according to the Singapore Department of Statistics. Only about 1,500 were large enterprises, with both more than S$100 million in revenue and more than 200 staff. In 2023, 77% of businesses here had yearly revenue of S$1 million or less. So if you buy a general “Singapore business list”, most of it will be very small companies. If you sell to mid-sized or large companies, your real market may be only a few thousand accounts. Reaching the right person in each one matters more than making lots of calls.

Your market is a few thousand accounts. We find the right person in each one.

Callbox Singapore builds your target list, calls and follows up across channels, and books the meetings straight into your calendar.

Is B2B cold calling allowed in Singapore under the PDPA?

Yes. Singapore’s Do Not Call (DNC) rules under the PDPA are about marketing to individuals. The PDPC has said that business-to-business marketing calls are not covered, even if the business contact’s number is on the DNC Registry. If you are calling consumers, you still need to check the registry. This is general information, not legal advice.

The Personal Data Protection Commission explained this in a public clarification: B2B marketing calls can be made to a business contact’s published number even if it is on the DNC Registry, because a blanket ban would get in the way of normal business. The full rules are in the PDPC’s Advisory Guidelines on the DNC Provisions.

To keep your calling above board and trusted, stick to these habits:

  • Call people in their work role, about business offers.
  • If someone asks how you got their details, tell them clearly.
  • If someone asks you to stop contacting them, stop, and keep a record of it.

Check your vendor’s compliance before you outsource

The B2B exclusion only covers calls that are genuinely business-to-business. The line blurs fast in Singapore, where many decision-makers use a personal mobile for work. If a vendor gets it wrong, the problem may not stay with them. The rules can treat the company that authorised the call as responsible too. And the stakes are real: since October 2022, financial penalties for DNC breaches can reach S$1 million for organisations. The PDPA also bans calling or messaging numbers generated by “dictionary attacks” (automated number guessing) or harvested by scraping software.

Before you sign, ask any cold calling vendor:

  • Where does your contact data come from? You want verified business contacts, not scraped lists or randomly generated numbers.
  • How do you tell a business number from a personal one? Ask what happens when a contact’s only number is a personal mobile.
  • When do you check the DNC Registry? A good vendor checks whenever a call could reach someone outside their work role.
  • How do you handle opt-outs? Ask how fast a “please stop” is logged, and whether it’s shared across every channel and campaign.
  • Can you show me your compliance process in writing? Ask who their Data Protection Officer is, and whether you can see call recordings and scripts.

A vendor who answers these clearly is protecting your brand as well as their own. One who can’t is a risk you take on the moment the first call goes out.

How does calling help fill B2B events in Singapore?

Calling isn’t just for booking sales meetings. It’s also one of the most reliable ways to fill a B2B event with the right people, and to make sure they actually turn up.

With events, the hard part is rarely getting registrations. It’s getting registrants to attend. PheedLoop’s analysis of event data found that free events should plan for a no-show rate of around 28%, compared with about 17% for paid events. Most B2B events in Singapore, such as briefings, roundtables and webinars, are free to attend, so that gap is yours to close.

A call-to-invite campaign works at both ends of an event. Before it, callers invite people from your target account list one by one, explain why the session is worth their time, and confirm they’re the right attendee. As the date gets closer, reminder calls catch the people who registered weeks ago and forgot. After it, the same callers follow up while the session is still fresh, and that’s where the meetings come from.

Here’s how Callbox’s event marketing campaign worked for a Singapore-based B2B marketing agency. They needed senior attendees: CMOs, Marketing Directors, Event Managers and Partnership Heads at technology, SaaS and enterprise services companies. Callbox Singapore ran the invitation and follow-up calling, and the campaign delivered:

  • 312 qualified event registrations
  • 68% attendance rate
  • 95 post-event appointments
  • 35% increase in qualified pipeline opportunities for the client

The 95 appointments matter most. Attendance is only worth paying for if it turns into sales conversations, and that happens in the follow-up calls, not on the day itself.

For a step-by-step guide to event calling, from scripts to reminders, read our guide to using telemarketing services to boost events in Singapore.

Filling seats is easy. Filling them with buyers isn’t.

We invite your target accounts, call to confirm, and follow up after the event to book the meetings.

How can you use these numbers to plan your 2027 lead generation?

Start from the number of meetings you need and work backwards. At Callbox’s 2026 Singapore rates, 1,000 calls would produce about 365 people reached and 71 recorded conversations of a minute or more. Your own rates will depend on your list, market and team. Multiply the conversations by how often your team turns a conversation into a meeting. Then judge your team or agency on the quality of calls, not the number of calls.

How can you use these numbers to plan your 2027 lead generation

Here is a simple five-step way to do it:

  1. Know your own numbers. From your last six months of calling, pull three numbers: how many calls reach a person, how many calls it takes to get a conversation, and how long the typical conversation lasts. If you can’t get these, sort out your call tracking first.
  2. Work backwards from your target. Say you want 10 meetings a month, and 1 in 10 conversations becomes a meeting. You need 100 conversations. At 14 calls per conversation, that is about 1,400 calls a month.
  3. Measure quality, not activity. Track how many of the people you reach are Directors or above, and how long conversations last. If calls go up but conversations don’t, your list or your timing needs fixing.
  4. Ask your agency for proof. A good calling partner should show you these numbers for your campaign, from their own system. Ask how they define a “connect” and a “conversation”, so you are comparing fairly.
  5. Check every quarter. People change roles, so contact lists go out of date quickly. Compare each quarter with these benchmarks and with your own last quarter.

So what does this mean for 2027? In our 2026 sample, the phone still reached Singapore decision-makers. The teams that do well will be the ones with well-targeted lists, and the discipline to count conversations, not just calls. If fewer than 15% of your calls reach a person, look at your data first, not your script.

Want a costed plan for 2027?

How we got these numbers

These numbers come from 8,252 calls Callbox Singapore made to people based in Singapore only and logged in our CRM: 4,031 calls between 1 January and 8 October 2025, and 4,221 calls over the same dates in 2026. Using the same dates for both years keeps the comparison fair. Inbound calls and video meetings were left out.

Here is what each term means in this report:

  • Connect: a call our team recorded as reaching a live person.
  • Conversation: a connected call with a recorded duration of at least one minute. This is a duration threshold only. It does not mean the contact was qualified or that a meeting followed.
  • Typical conversation length: the [median] duration of recorded conversations: 301 calls in 2026 and 223 in 2025. Connected calls with no duration recorded (about 500 each year) are excluded from both the conversation count and this figure.
  • Job level: taken from the contact’s record. We only show it where it was recorded, which was about half of the people reached in 2026 and just over a third in 2025.

A few things to keep in mind. Some calls had no result recorded (16.4% in 2026 and 22.7% in 2025). We kept them in the totals, so our connect rates are on the careful side. Our team also got more consistent at recording call results in 2026, which explains part of the improvement. About 500 connected calls each year had no call length recorded, so the conversation numbers are a minimum. We don’t report meetings here, because meetings usually come from several channels working together. Finally, these are Callbox’s recorded results for its own Singapore campaigns, not a representative study of the Singapore market, so read them alongside the other studies quoted above. Year-on-year changes may also reflect shifts in campaign mix and logging, so we treat explanations for the improvement as our team’s interpretation rather than proven causes.

Frequently asked questions

Is cold calling still effective in Singapore in 2026?

In Callbox’s Singapore campaigns, yes. Between 1 January and 8 October 2026, 36.5% of calls reached a real person and 7.1% became recorded conversations of a minute or longer. Both figures were higher than over the same dates in 2025. These are one company’s results, and they depend heavily on the quality of the contact list.

What is a good call connect rate in Singapore?

Callbox’s Singapore calls reached a live person 36.5% of the time in 2026. Global studies report around 10%. If well under 15% of your B2B calls are being answered, check your data for outdated numbers or general office lines.

How many call attempts does it take to get a conversation?

About 14 calls for one recorded conversation of a minute or longer, based on Callbox’s 2026 Singapore data. In 2025, it took about 18.

Can I cold call a business number that is on Singapore’s DNC Registry?

The PDPC has said the Do Not Call rules do not apply to business-to-business marketing calls, so you can call business contacts even if their number is registered. Calls to consumers still need a DNC check. This is general information, not legal advice.

Which job level should I target with cold calls in Singapore?

Directors. They were the biggest group of senior people we reached in 2026, at 28%, and they are both reachable and able to make decisions. C-level executives are worth calling too, but expect them to ask for a follow-up email rather than book a meeting on the spot.
